A test card with the famous Fallout "Please Stand By" message is now being shown on Twitch, as well as having been tweeted out on the official channels. While the "Please Stand By" imagery is synonymous with Fallout to Bethesda, it's unclear what this tweet is referring to.
What that could be is unknown, although it follows the same pattern of how Fallout 4 was first teased.
However, it's important to note that unlike the RAGE 2 tweets, this apparent hint at something Fallout-related comes from Bethesda Game Studios, the team responsible for the beloved Fallout and Elder Scrolls series, as opposed to Bethesda Softworks, which publishes multiple other IPs.

As for what that information is, the one thing that we can confirm is that it's not related to a new Fallout game developed by Obsidian. This year marks the 10th anniversary of Fallout 3's release (yes, it's been that long!) and offers the company a flawless opportunity for a re-release of the sprawling survival shooter.
Hopefully, the stream will reveal something about this new Fallout project soon so we know if our dreams of a new Fallout Tactics games should be put to rest forever.
Something will n doubt be announced imminently, but there's no doubt Bethesda has got people talking with a simple tweet yet again.
