Assam presents its first digital budget, live streamed on social media

For the first time in the country, proceedings of the Budget would stream live on Twitter and Facebook.

Himanta tabled the E-Budget instead of the conventional paper based.

In a first for the state, the Budget would be available on Google playstore.

The BJP-led Assam government has taken a new scheme named Axom Adarxo Gram Yojana, taking inspiration from the Sansad Adarsh Gram Yojana, conceived by Prime Minister Narendra Modi.

Sarma further added that the finance department had called for suggestions from the public regarding the Budget provisions, and more than one thousand people submitted their suggestions, the best of which have been sorted out for incorporation in this year's Budget.

Assam Finance Minister Himanta Biswa Sarma on Monday presented the state's first e-budget with a deficit of Rs 2149.04 crore in the Assembly here proposing no fresh taxes.

It may be mentioned here the budget estimates of 2018-19 show a receipt of Rs 90,673.42 crore under consolidated fund of the state. Out of this Rs 74,118.50 crore is on Revenue Account and the remaining Rs 16,554.92 crore is under Capital Account.

Presenting the first ever e-budget in the Assam Assembly, Sarma said that besides establishing new degree colleges, the government also plans to set up ten new law colleges, ten new B.Ed Colleges, nine new women colleges, three new polytechnic and a new medical college.

The finance minister also proposed to increase the tender fee from Rs 8.25 to Rs 100 for tenders up to Rs 20 lakh and Rs 500 for tenders beyond Rs 20 Lakh.

Sarma said estimated transactions during the fiscal year starting April will result in a surplus of around Rs 999.99 crore, and a Budget deficit of Rs 2,149.04 crore by March 31, 2019.

Furthermore, he stated that the Assam Government has constituted a committee to examine the anomalies in 7th APPPC report.

On the other hand, Assam Finance minister Himanta Biswa Sarma said that this budget has several dimensions. So, we have declared very important bridges over river Brahmaputra.
